The problematic sentence of this research could express as: "What are the similarities and differences in the educational supervision systems between the countries such as Turkey, England, France, Germany and Spain? " The literature review method is used in this work. In Turkey, the structure of the system of educational supevision is centralized, but it is against centralized and decentralized in the countries of European Union. As spoken in research Özmen and Yasan (2007), when examinating the educational supervision system between the countries of European Union, even though there are some differences in the implementation, they take into account the ensemble. As precised in the work of Yıldırım (2010), the educational supervision system is based on the school but not in class in the countries of European Union such as Czech Republic, Estonia, Latvia, Malta, Slovakia and Slovenia. In general, regional associations have gained great power in the countries of European Union.
