Although there are other models for evaluating organizational change and regulations, Kirkpatrick’s Four-Level Evaluation Model is very popular because of its practicality and simplicity. While it is usually used for the evaluation of vocational education, it is increasingly being used for the evaluation of higher education programs. Regardless of its importance, very few studies exist on the subject in Turkish educational research literature.
