Abstract

An OECD (Organization For Ekonomic Cooperatin And Development) member of Finland attracts the attention of World countries because of the hight achiements it has achieved in science, mathematics and reading in PISA ( Programme For Internatiol Student Assessment) exams. In the direction of this information, it is important to investigate the reasons behind the success of the Finnish education system for many countries ( especially like Turkey) that have not achieved the desired success. In these evaluation studies. In this study using the scanning model, the situation in which the Turks live in PISA examinations is explained relationally that is Finland believed to have influenced in the context of the success of PISA. Flexibility, autonomy, meeting individual needs, equal opportunity, teacher education, learning environment and financial support factors in education. At the end of the study, in terms of Turkey. Some Suggestions were given for those who determined politics by using finnish example in the formation of the neccessary training programs to increase the success levels of the students and make the education system more functional.
